The Iowa Primary Care Association (Iowa PCA) has supported Iowa’s community health centers for over 36 years to expand access to affordable, high quality, integrated care. The Iowa PCA, along with our sister companies INConcertCare (INCC) and IowaHealth+ (IH+), provides training, technical assistance, and shared services opportunities in quality improvement, value-based care, health information technology, and other areas. We are now expanding our services through a new partnership with Iowa Health and Human Services to serve as the new statewide Behavioral Health Administrative Service Organization (BH-ASO). It’s an exciting opportunity to expand our efforts and connection to the broader behavioral health safety net.
Purpose of the Position
The Behavioral Health Services Consultant – Recovery specializes in expanding and strengthening statewide recovery supports for individuals experiencing substance use disorders (SUD), problem gambling, and misuse of alcohol, tobacco, and nicotine. This role leads efforts to implement integrated, evidence-based recovery models such as Medication-Assisted Treatment (MAT) and Medication for Opioid Use Disorder (MOUD), while promoting peer support, residential care, and community-based recovery services. Serving as the statewide subject matter expert, the Consultant provides training and technical assistance to providers and stakeholders, ensuring recovery services are accessible, high-quality, and culturally competent. Through strategic partnerships and system-level coordination, this position advances Iowa’s vision for a recovery-oriented behavioral health system that prioritizes long-term wellness and sustained engagement.

Essential Duties and Responsibilities
Program Development & Implementation

Align recovery initiatives with the Iowa Behavioral Health Service System Statewide Plan, federal block grant priorities, and evidence-based practices (e.g., MAT/MOUD, peer support, trauma-informed care).

Analyze data to identify trends, gaps, and priorities across the recovery service continuum.

Guide development and implementation of evidence-based recovery models for SUD, problem gambling, and substance misuse.

Lead development of policies, protocols, and procedures consistent with professional and regulatory standards.

Support provider operational efficiency, workflow optimization, and outcome evaluation related to integrated health.

Maintain current knowledge of research, trends, and best practices in behavioral health recovery.

Participate in internal continuous improvement initiatives.
Partnership & Collaboration

Build and maintain statewide and regional partnerships to support coordinated, integrated recovery services.

Serve as liaison to coalitions, task forces, and workgroups focused on behavioral health recovery.

Represent the organization in statewide initiatives and cross-functional committees.

Lead or support internal and external workgroups related to assigned focus areas.
Technical Assistance & Training

Provide expert consultation and technical assistance across the full continuum of recovery services.

Develop and deliver trainings, webinars, and educational resources for providers and stakeholders.

Support integrated health strategies, alternative care modalities (e.g., telehealth, mobile services), and care management.

Assist providers with EHR optimization to support workflows, data collection, and improvement goals.

Facilitate learning collaboratives, Project ECHOs, and statewide meetings.
Evaluation, Reporting & Grants

Collaborate with data and evaluation teams to monitor outcomes and performance measures.

Prepare reports demonstrating program reach, effectiveness, and impact.

Manage assigned state and federal grants, ensuring compliance, documentation, and communication.

Support presentations and updates to boards, committees, and executive leadership.
Resource Development & Policy Support

Contribute to grant applications, funding proposals, and policy recommendations.

Advise on culturally responsive strategies to engage underserved and high-risk populations.

Participate in policy development related to behavioral health standards and recovery services.
Qualifications
Education & Licensure
-
Bachelor’s degree in psychology, social work, nursing, human services, or related field required; Master’s or Doctorate preferred.

Iowa clinical licensure (LISW, LMHC, LMSW, PsyD) strongly preferred.

Relevant certifications (e.g., MAT/MOUD, CDAC, IADC/IAADC, CBT, DBT, EMDR, trauma-informed care) preferred.
Experience
-
Minimum 5 years of clinical experience in behavioral health recovery.

At least 3 years of experience in statewide initiatives or large-scale system coordination.

Experience with data-driven planning, technical assistance, and system improvement.

Familiarity with Iowa’s behavioral health system and public health infrastructure preferred.

Experience with Medicaid, underserved populations, FQHCs, and/or RHCs preferred.
Work Environment and Travel
On-site work required at least two days per week, with travel across Iowa to support district operations and attend conferences or meetings.
