Overview of the Organization

Population Health Improvement Partners (Improvement Partners) was founded in 2009 in North Carolina with a simple purpose: help public health organizations and communities build their capacity to continuously improve and ensure measurably better health. Improvement Partners has expanded statewide and nationally and grown its reputation as sought after experts in improvement science, who are knowledgeable and easy to work with thought-partners, coaches and expert advisors. The organization seeks to improve health on a massive scale, and enhance the ability of health organizations to address health equity, ultimately changing the world. Improvement Partners is problem solving together for a healthier tomorrow and delivers expertise that is adaptable and gets population health results.


Improvement Partners has evolved into a nonprofit consulting practice with deep improvement science and project management expertise, addressing systems-level change in the public/population health space, and partnering with groups with specific domain expertise in key sub-sectors of public/population health that have the infrastructure to manage work with very large clients and complex multi-stakeholder collaborations. Most Improvement Partners staff function as consultants and coaches.

Improvement Partners currently has nine staff members and has experienced strong national expansion in the last five years, including work that has broadened to include hospitals, health systems, federal government-based projects and a greater share of new work emerging outside of North Carolina. Improvement Partners has the benefit of 501c3 charitable status through its fiscal sponsor agency TSNE MissionWorks. The organization operates as an independently directed nonprofit led by an executive director and advisory board under a mutual agreement with TSNE MissionWorks. The Opportunity

Never before in our lifetimes has the United States and the world been as intensively focused on the issues at the heart of Improvement Partners mission - population health and health equity. Improvement Partners, through its support to partners and clients, targets an impact over the next three years on ten million lives and over $500 million in health savings.

Improvement Partners has had phenomenal success generating repeat clients and word of mouth referrals in a rapidly evolving healthcare and public health market context and is actively building the platforms its next leader will need to undertake more active and intentional business development activity.

The new leader will devote significant focus to growing Improvement Partners impact through external relationship building and business development in targeted domains within population health, identified through a recently completed strategic planning process.

The Advisory Board of Population Health Improvement Partners seeks a visionary, systems thinker capable of broadly building and maintaining business partner, funder and stakeholder relationships to grow the organization's impact, while rapidly building trust in its collaborative internal team environment that is marked by both excellence and accountability.

Projects and Services

Population Health Improvement Partners work is exciting, important and high impact. Recent projects have been engaged with:

  • Helping entire communities across North and South Carolina eat healthier and be more physically active;
  • Supporting hospitals across the US to ensure more mothers and babies enjoy the countless benefits from breastfeeding;
  • Assisting families and clinicians in 10 states improve care for the most medically fragile children so they can survive and thrive;
  • Helping clinics across the US develop systems to screen and refer families to get help addressing important social determinants impacting their children's health;
  • Empowering the Maternal and Child Healthcare workforce across the US to tackle the most vexing challenges in their states with the latest quality improvement, systems science and evidence-based tools;
  • Providing Sexually Transmitted Infection Prevention Training Centers, and states across the US, with the skill sets needed to apply Quality Improvement and innovation tools to improve screening and treatment;
  • Supporting 23 states in their bold actions to reduce infant mortality and disparities statewide.

All the work of Improvement Partners includes purposeful attention to addressing health equity, and social determinants.

Sample Improvement Partners projects include:

  • Healthy People Healthy Carolinas (HPHC): Project partners The Duke Endowment, North Carolina Healthcare Association, South Carolina Hospital Association, and Improvement Partners undertook a bold, community-based initiative aimed at reducing unhealthy weight, diabetes, and heart disease by addressing the social determinants of health which contribute to these conditions. This program uses a coalition-building approach to help engage residents to improve their health and create sustainable, grassroots change. Between January 1 and June 30, 2019 HPHC coalitions implemented 61 evidence-based interventions in eleven North Carolina counties, impacting 550,000 individuals.
  • Collaborative Improvement & Innovation Network (CoIIN) to Reduce Infant Mortality (IM). To help lower the U.S. infant mortality rate, Improvement Partners has joined the Health Resources and Services Administration (HRSA) and Abt Associates to implement and support the project. (IM CoIIN) focuses on six strategic areas that are aimed at reducing infant mortality and eliminating health inequalities in birth outcomes in communities across the United States. The key role of Improvement Partners in the collaborative is to provide technical assistance on quality improvement methods and innovation as well as data collection and measurement via one-on-one coaching and collaborative-wide webinars and resource materials.


Responsibilities

Strategic Opportunities and Challenges

Improvement Partners intends to build on its historical success and grow its impact. Upon the hire of the new executive director, the founding executive director, an M.D., will provide support for a seamless organizational transition and will continue to contribute technical expertise in improvement science to support and strengthen the outcomes and contributions of Improvement Partners into the future. The organization has identified opportunities that match remarkably well with both its skills and emerging market opportunities (sample below). Increasing visibility within these arenas will provide satisfying opportunities for impact and for business sustainability.

  • Improvement Partners has a model with demonstrable results to offer in the Social Determinants of Health space and will leverage the proven place-based framework of Healthy People Healthy Carolinas to pilot new projects and approaches.
  • COVID–19 preparedness and resilience, across a diverse range of societal and organizational needs within population health, calls upon resources and tools Improvement Partners can apply to bring unique value to these new needs.
  • Improvement Partners are seen as highly effective collaborators and capacity builders within the multi-stakeholder collaborative projects that characterize many of its engagements. Projects focused on social determinants of health and Covid-19 preparedness and resilience both call upon this well-developed expertise.
  • Work with the North Carolina Division of Public Health and local health departments was an important part of the founding work of the organization and this work presents numerous current and emerging opportunities for Improvement Partners specialized skill sets.

Profile of the Ideal Candidate

The ideal candidate is a systems thinker who holds a visionary outlook for transformational improvements to population health in North Carolina and the US and who demonstrates passion for helping health focused organizations build their capacity to continuously improve and ensure measurably better health. A superior listener who is ready to take calculated risks to advance Improvement Partners mission, the executive director will lead through offering respect, empathy, collaboration and innovation, while building a leadership ethos and culture that is fundamentally – team first. In addition, the executive director will possess the knowledge and expertise to contribute to select projects as a subject matter expert and/or as a member of the project's leadership team.

This candidate is capable of expanding the organizations business partnerships and funder relationships and maximizing Improvement Partners' strong reputation and partner relationships and enjoys this external orientation. This individual embraces an ambassadorial role and the resulting opportunities to enhance the mission.

The multi-faceted leader will also have strong experience nurturing a culture of collaboration, innovation and excellence among staff and will rapidly build trust in a collaborative team environment that is marked by both excellence, mutual care and dedication.

The ideal candidate will be able to identify and activate opportunities for both greater impact and sustainable funding and will bring an in-depth understanding of the many factors that impact health and health care systems, social determinants of health and the critical health policy, access, and equity issues facing diverse communities.

Skills and Experience

A Systems Thinker and Visionary

The policy, funding and political environments for health care and public health nationally and in North Carolina are undergoing substantial and rapid change. The ability to think at a systems level about these trends and challenges and to look ahead with vision will be a significant asset for the Executive Director. Building on current successes, the new director will think in new ways about Population Health Improvement Partners' capabilities and assets, and over time, identify and implement new programs, partnerships and revenue streams.

A Passionate Builder of Effective, Mission Based Relationships

The Executive Director will be leading an organization deeply focused and passionate about its mission. Population Health Improvement Partners' staff and advisory board members' commitment to improving public health at scale drives the organization's decision making and priorities. The organization's partnership-based business model requires well-honed capacities to direct this passion towards the deepening of existing relationships and the energetic development of new partners and allies to enhance impact.

A Collaborative, Empathetic, Leader in Dynamic Team Environments

The ideal candidate will have worked in a leadership position with demonstrated success in inspiring staff, in delegating effectively and in generating trust and respect across an organization. The leader will discover a board and staff that is talented and effective. The Executive Director needs to be hands-on in their grasp of the work, but highly competent in empowering others to make their strongest contribution. Working frequently within a virtual team environment the director will have demonstrated experience leading and supervising staff towards agreed upon operational goals, in a team-first environment of respect, positivity, and excellence.

Fundraising: Grant and Proposal Development for Large Scale Foundation and Federal Grants

The primary funding streams and partnerships for Improvement Partners engage large foundations, government agencies, academic institutions and larger consulting partners acting as lead agencies for large, complex projects. It is critical that the Executive Director think strategically, listen carefully, speak persuasively, and bring decisive added value to the ideation, scoping and development of large, complex multi-stakeholder projects. They must have the ability to articulate powerfully, both verbally and in writing, the purpose, contributions and impact of Population Health Improvement Partners.

Technical and Sector Skills

Financial Competence

The Executive Director should have a firm grasp of financial oversight practices, including the capacity to oversee the development of realistic and reliable budget projections, project-based budgeting and negotiation of large federal and foundation contracts and financial analysis of prospective grants and contracts.

Public and Professional Presenter

The Executive Director's outstanding communication skills should serve to inform, persuade and inspire relevant external constituencies, whether in specialized professional settings within population and public health or when called upon to introduce Improvement Partners work to new funders and partners. The Executive Director must be completely comfortable in this role and highly effective in external communications.

Strategy, Organizational Development and Operational Excellence

The successful candidate will be a creative, seasoned strategic thinker, with experience maneuvering through complex business situations, able to work effectively with advisory board and staff members to implement identified priorities and goals, anticipating challenges and planning their approach accordingly.

Improvement Science / Population Health

The Executive Director should possess subject matter expertise within one or more areas of Improvement Partners' domains of expertise – such as, but not limited to: improvement science/implementation science, change management, complex systems, population health/social determinants of health, health equity, coalition building – to successfully contribute to select high profile projects.

Minimum Qualifications

  • Seven or more years' progressive management experience;
  • Experience as a nonprofit Executive Director and with board of director/advisory board preferred;
  • Demonstrated success developing and maintaining stakeholder and new business relationships;
  • Healthcare and public health training experience;
  • Program development and evaluation experience, especially within large complex projects;
  • Willingness to relocate to the Raleigh-Durham Research Triangle area of North Carolina;
  • Master's Degree required.
