VPAN Program Manager


The VPAN Program Manager is responsible for the management of all veteran family services and programs delivered by the Veteran Peer Access Network (VPAN) program operated at the assigned U.S.VETS site. The VPAN Program Manager supervises the VPAN peer team consisting of Squad Leaders and Peer Specialists. This position reports to the site Program Manager and works collaboratively with community partners and VPAN programs in other districts. The main function of the VPAN program is to expand support services to the military veteran population and their families by establishing collaborative partnerships focusing on veteran services using a peer-to-peer model with the goals of increasing an individual's sense of wellbeing and self-worth; providing access to basic needs and treatment; reducing internal and external barriers by receiving temporary and permanent housing; increasing community awareness of the VPAN and how to refer to the network; empowering and developing self-determination, shared responsibility, and a mutual agreement between peers and individuals to become connected with self-healing; and engagement and connecting individuals with their community.

Responsibilities:
  • Assists with the development of a therapeutic milieu in accordance with U.S.VETS' Mission and Philosophy.
  • Acts as conduit between U.S.VETS and the Veterans Administration and other community partners and programs to collaborate for service-delivery for veterans and their families.
  • Acts as a central point of contact with the County and attends meetings designated by the County
  • Assists with the development of client care guidelines for veterans and their families and ensure that legal requirements are met
  • Supervises Squad Leader and ensures supervision of VPAN Peer Specialists providing services to veterans and their families
  • Assess, alleviate, and reduce any barriers to empower veterans and military members in their communities to include connecting veterans and their families to critical resources including housing, mental health care, substance abuse treatment, job placement, and legal services
  • Ensure delivery of services includes Evaluation and Screening; Specialized Outreach and Case Management Services; Peer Support/Peer Navigation Programs; Crisis Management Services; Coordination or Services; Linkage to Physical and Mental Health Care and Prevention Services; Linkage to Substance Abuse Services; Linkage to Homeless Resources; Linkage to Veteran and Non-Veteran Specific Benefits; and Peer Housing Navigation/Community Reintegration
  • Advocate and support veteran healthy functioning through referrals and linkages with a focus on early intervention and prevention and integration with community systems and resources
  • Will function as "Battle Buddy” manager by coordinating and overseeing or directly provides services to including supporting veterans and military family members through listening, encouraging, coaching, empowering, and connecting them to resources to meet their individual needs
  • Collaborates with key stakeholders in the community and attends scheduled community meetings to include meetings with other grantees in the community, the Department of Mental Health, and funder prepared to collaborate and report on outcomes
  • Manages a Rally Point community service center location and ensures it is open weekdays 8pm to 6pm to provide outreach and resources veterans and their families within the supervisorial district
  • Ensures VPAN peer team has all necessary equipment and resources to support job performance and client services
  • Responsible for compliance with grant regulations and meeting program performance targets
  • Oversees and assists with new client intakes, evaluations, and placements of veterans and their families who are in need of services.
  • Performs outreach to community partners and to veterans and their families and assists with case management as needed.
  • Develops and maintains collaborative partnerships with community agencies, landlords, and vendors and actively participates in local continuum of care planning.
  • Responsible for ensuring data in the Homeless Information Management Systems, electronic case records, Unite Us platform, and other required platforms is entered and updated timely.
  • Responsible for data entry and management of program databases to compile demographics, track services, assess data quality, and report to management and stakeholders
  • Responsible for fiscal management of program to include documentation of check requests, petty cash, and mileage logs and monitoring the program budget with support of management
  • Conducts internal audits of client files and participates in monitoring visits.
  • Maintains overall organizational integrity within the program and compliance with all federal and other regulations.
  • Conducts team meetings at least once a week to discuss screened individuals and follow-up care, and to coordinate outreach efforts
  • Conducts bi-weekly individual supervision with peer support staff and completes performance evaluations at least annually
  • Participates in VPAN Grant calls and conferences
  • Must complete required trainings and ensure peer team completes all required trainings to include VA Approved Peer Certification, Risk Mitigation, UCLA Veteran Family Peer Navigator model, and Crisis Prevention, and Crisis and Emergency Response
  • Responsible for generating and submitting weekly, monthly, and quarterly reports to Management, the County, funders, and other stakeholders
  • Coordinates special projects as identified by Executive Director, Director of Behavioral Health, Program Manager, and Operations Manager
  • Other duties as assigned.

    Qualifications:
  • Master's Degree in Psychology, Social Work, or Counseling with State Licensure required. An individual with a Master's Degree in a required field who is license-eligible and will obtain licensure within 6 months may be considered with the approval of management and the funder.
  • Minimum of two years of supervisory experience required, preferably in a related field
  • A veteran of the U.S. military or military-related family member is preferred.
  • Experience working with homeless and/or veteran population preferred.
  • Ability to work effectively with a diverse group of clients, staff, and community members.
  • Excellent written and oral communication skills.
  • Leadership and conflict management skills.
  • Demonstration of personal and financial integrity in the workplace.
  • Ability to take direction, work independently with minimal oversight, and to work within a team.
  • Computer proficient in Microsoft Office and Internet.
  • Valid driver's license required. Must meet company insurance requirements and complete a provided driver training course.
